On Monday, the UN Security Council failed to adopt a Russian proposed resolution that called primarily for a ceasefire between Hamas and Israel and the safe evacuation of citizens in Gaza. The member nations that opposed the resolution, France, Japan, the UK, and the US, cited the resolution's lack of condemnation of Hamas as the chief factor for their refusal. According to these countries, ignoring the horrors committed by Hamas dishonors innocent victims and gives cover to a terrorist organization.
Russia likely anticipated that its resolution would be rejected due to its omission of Hamas condemnation. This strategy allows Moscow to present itself to its public and the international community as an altruistic, peace-seeking nation, while portraying the West as warmongers, despite Moscow's invasion of Ukraine.
Brazil has drafted another peace resolution, which analysts suggest Russia will likely veto, that calls for all the same elements as Russia's except that Brazil's condemns the actions of Hamas. Brazil's resolution is slated for consideration on October 17th.
